Single-stock leveraged ETFs/ETNs don't buy a basket of stocks; they track a single stock and aim to amplify its daily price movement by approximately 2 times. If Samsung Electronics rises 3% in a day, the target gain for the related 2x product is roughly 6%, and losses are similarly amplified.

These products launched in late May, coinciding with rising AI semiconductor trading. Samsung Electronics and SK Hynix are already core weights in the Korean market, and retail investors favor high-volatility targets. The combination of low barriers, a strong theme, and clear underlying assets led to rapid product expansion.

An English-language announcement from South Korea's Financial Services Commission on July 16 stated that since the products' launch on May 27, their market cap and trading volume have risen rapidly, raising concerns about increased volatility in global memory chip stocks. This implies the trading structure has started to impact the underlying stocks.

According to Bloomberg, Samsung Electronics, SK Hynix, and related leveraged and inverse products once accounted for over 70% of total trading value on the Korean stock market. This data isn't official regulatory statistics, but it sufficiently explains why the regulator stepped in less than two months after the products launched.

Daily Rebalancing Amplifies Pro-Cyclical Forces

The real impact of these products on the market lies in their daily rebalancing. To maintain roughly 2x daily movement, issuers and liquidity providers need to continuously adjust the underlying stock or related exposure.

In simple terms, when the underlying stock rises, the product may need to increase exposure to maintain the target leverage. When the underlying stock falls, the product may decrease exposure. This creates a pro-cyclical force—buying more as prices rise and selling as they fall.

If product sizes are small, rebalancing is merely a back-office operation. But when the relevant products and underlying stocks dominate exchange trading volume, it transforms from a technical detail into a component of market pricing.

This is also why an explosion in trading volume cannot be directly equated with a surge in fundamental demand. AI servers, HBM orders, and memory prices influence the valuations of Samsung Electronics and SK Hynix, but when short-term capital flows in and out via 2x products, a significant portion of the volume becomes technical buying and selling.

Investors can easily misjudge this layer. Seeing expanded volume and rising stock prices, they might interpret it as institutions continuing to increase allocations to AI hardware assets. In reality, retail subscriptions, chasing capital, inverse product hedging, and daily rebalancing can collectively create a liquidity illusion.

Cash Threshold Curbing New Speculation

South Korean regulators raised the cash threshold because it's more direct than risk warnings. Requiring 30 million won in pure cash effectively blocks a portion of small-scale, high-frequency, and revolving capital from participating.

"Pure cash" is the core of this adjustment. Previously, investors could count stocks, ETFs, bonds, and other assets at 70% of their market value towards the threshold, creating less actual capital pressure. However, this does not mean South Korean regulators are denying the AI chip logic. What's being cut off is the low-leverage entry point, not HBM, memory cycles, or AI capital expenditure itself. For Samsung Electronics and SK Hynix, valuations will ultimately return to orders, profit margins, and industry cycles.

Existing Positions Determine Cooling Slope

The clearest effect of the new rules is blocking new speculation; the hardest to judge is how existing positions will unfold.

Whether existing investors hold, gradually exit, or leave en masse under the pressure of thresholds and volatility will determine whether this cooling is a smooth retreat or triggers new price swings. Regarding the asset size of these products, the market has different estimation metrics, but it's better viewed as a directional signal of a crowded trade.

Peter Kim, an investment strategist at Seoul's KB Securities, holds a cautious view. He believes single-stock leveraged ETFs have become more like speculative tools rather than long-term investment vehicles. If positions remain stuck and volatility persists, market weakness could be prolonged.

The cash threshold can prevent more retail investors from rushing in but cannot automatically digest already crowded positions. If the underlying stocks continue rising, the pressure from existing positions might be masked. If AI chip trading weakens, selling and rebalancing from leveraged products could still amplify declines.

After July 31, the key variable to watch is whether the trading volume structure returns to normal. If turnover in related ETFs/ETNs declines and intraday volatility in Samsung Electronics and SK Hynix narrows, it would indicate that regulation is beginning to sever the product mechanism's takeover of market trading.

Conversely, if volume drops but volatility remains high, or if existing products continue to amplify selling pressure during declines, the problem extends beyond just a low threshold. For investors chasing AI hardware themes, this verification point is more important than the regulatory news itself.
