On April 18, Justin Sun, founder of TRON, held an official meeting with President Sadyr Japarov of Kyrgyzstan in Bishkek, the capital city. The discussions centered on global digital financial transformation trends, the construction of virtual asset regulatory frameworks, and the strategic layout of the TRON ecosystem in Central Asia. This meeting signifies that the cooperation between TRON and Kyrgyzstan in the fields of blockchain and artificial intelligence will enter a substantive phase. This marks TRON's first strategic move in the Central Asian region.
Following this meeting, President Japarov has instructed the Secretariat of Kyrgyzstan's National Committee for the Development of Virtual Assets and Blockchain Technology to actively promote the bilateral cooperation and ensure the implementation of various joint initiatives.
Presidential Strategic Vision Aligns Closely with TRON's Core Strengths
During the talks, President Japarov pointed out that modern digital technologies are forging a "New Digital Silk Road"—a global network connecting cooperation and financial freedom. He highly recognized TRON's technological leadership in stablecoin infrastructure and explicitly stated, "Our goal is to establish Kyrgyzstan as a regional hub for virtual assets and Web3 technology in Central Asia."
In response, Justin Sun stated that TRON, with its high throughput, near-instant transaction finality, and extremely low on-chain fees, has become a core infrastructure for global cross-border US dollar stablecoin settlement, naturally aligning with Kyrgyzstan's digital economy strategic direction. "President Japarov's forward-looking leadership has created a rare historical opportunity for Kyrgyzstan to take a leading role in the digital era. TRON will contribute with concrete, actionable projects to help turn this vision into reality," Sun said.
President Japarov also highlighted the establishment of the National Committee for the Development of Virtual Assets and Blockchain Technology, which he personally leads and comprises government agencies and internationally renowned industry experts.
"In less than a year, the Committee has made significant progress, issuing a series of market-oriented decisions covering the potential issuance of a national stablecoin, testing of a Central Bank Digital Currency (CBDC), and the launch of a pilot regulatory framework," said Japarov.
He noted that Kyrgyzstan's open policies have effectively attracted large tech companies and global experts, and Justin Sun's visit is strong evidence of the international community's growing interest in the country.
"Our strategic goal is to establish Kyrgyzstan as a regional hub for virtual assets and Web3 technology in Central Asia," President Japarov stated. He also pointed out that the industry is continuously expanding, with an increasing number of licensed participants, a maturing regulatory system, and infrastructure projects accelerating their implementation.
Six Strategic Proposals to Comprehensively Empower Kyrgyzstan's Digital Transformation
During the talks, Justin Sun presented six core strategic proposals for cooperation between TRON and Kyrgyzstan:
1. Support for Regional Digital Economy Hub Development. Leveraging Kyrgyzstan's enacted "Virtual Assets Law" and its High-Tech Park policy framework, fully assist the country in becoming a benchmark nation in Central Asia for AI and the digital economy.
2. Expansion of the KGST National Stablecoin Ecosystem. Promote the large-scale deployment of Kyrgyzstan's national stablecoin, KGST, on the TRON network. Utilize TRON's globally leading stablecoin settlement capabilities to enhance KGST's international circulation reach and practical utility.
3. Strategic Fintech Investment. Jointly advance the construction of cryptocurrency asset exchanges and the development of digital banking services, solidifying the foundational infrastructure of Kyrgyzstan's fintech industry.
4. Joint R&D of a Sovereign Large Language Model (LLM). Develop a localized AI large language model specifically supporting the Kyrgyz language, strengthening national digital sovereignty and serving local government, education, and industrial application scenarios.
5. AI-Crypto Integration Innovation Sandbox. Establish a joint experimental platform for AI and blockchain technology, and integrate KGST payment functionality into the B.AI intelligent ecosystem to explore new AI-driven digital economy models.
6. Green Data Center Infrastructure Construction. Utilize Kyrgyzstan's abundant hydropower resources to plan and build large-scale data centers powered by clean energy, providing sustainable computing power support for regional digital infrastructure.
Building a Central Asian Digital Future Together
Kyrgyzstan has made significant progress in recent years in digital economy legislation and regulatory system construction, with continuous growth in IT exports. The issuance of the national stablecoin KGST and the advancement of the Central Bank Digital Currency (CBDC) pilot project are proceeding in an orderly manner. This strategic cooperation with TRON will further accelerate the country's integration into the global digital financial system.
Citing data from Chainalysis, President Japarov pointed out that Kyrgyzstan ranks 19th globally in the cryptocurrency adoption index, leading Central Asia. This further highlights the urgent necessity to build a transparent and reliable regulatory environment.
President Japarov also revealed that amendments to the "Virtual Assets Law" were passed earlier this year, and a government agency responsible for regulation and licensing in this field will be designated soon.
As a globally leading public chain infrastructure, TRON currently processes tens of millions of transactions daily, with its on-chain stablecoin circulation scale ranking among the top globally. Justin Sun stated that Kyrgyzstan possesses a large, highly educated young population, abundant renewable energy reserves, and an open, inclusive digital policy environment, giving it unique strategic conditions to become a core node in Central Asia's digital economy. TRON will leverage its technology, resources, and global network to work with Kyrgyzstan in transforming this strategic potential into tangible economic benefits.
Justin Sun also briefed President Japarov on the operations of the international cryptocurrency exchange HTX and its plans to apply for an operational license in Kyrgyzstan. He expressed support for President Japarov's initiatives to enhance digital literacy and promote the adoption of blockchain technology and artificial intelligence.
Sun stated that Kyrgyzstan's exploratory experience can provide valuable lessons for neighboring countries. He expressed full confidence in the country becoming a strategic partner for TRON's business expansion and service scaling in Central Asia.
