Kusama Genesis Governance
Kusama’s genesis governance consists of three institutions:
The House of Referenda - The broadest and most powerful body of Kusama governance. It consists of a group of KSM holders, weighted by the number of tokens held and voluntary lockup commitments.
Technical Committee - Members of which are all teams that have successfully independently implemented, or have been formally designated to develop Polkadot or Kusama protocol projects. Membership of the Technical Committee is controlled by a majority vote of the Council.

Participate in Kusama governance
You can participate in Kusama governance by initiating proposals, voting on referendums, and voting on council members.
Kusama currently has a basic governance interface, which can be found at polkadot.js.org/apps/#/democracy. You will need KSM to participate in the governance of Kusama.

Where can I see current and past proposals?
You can see valid proposals that can be voted on in the Polkadot UI. Viewing past proposals is currently not supported, but we will update this document when this functionality is added.
View active referendums
Using the Polkadot UI, make sure you have an account and select the Kusama network under the Settings tab.
Navigate to the Democracy tab to view currently active proposals.
The proposal currently lasts for 28,800 blocks, which equates to approximately 48 hours. You can find more details about the proposal in the Kusama forum.
Vote on valid referendum proposals
Voting on the proposal in the referendum house will last seven days, and if approved, it will take another eight days for the changes to take effect.
Note: On Polkadot mainnet, this is planned for 28 and 30 days respectively.
Prerequisites for voting:
There is a KSM account and a KSM token.
About locking:
During the participation in referendum voting, KSM token will be locked. If you vote for a proposal and it passes, your token will be locked until the proposal is enacted (this takes 8 days during the Kusama genesis governance period).
Voting steps:
Using the Polkadot UI, make sure you have an account and select the Kusama network under the Settings tab
Navigate to the Democracy tab to view currently active proposals.
Note the proposal index number and find more details about the proposal in the Kusama forum.
Go to ("External Extrinsics" tab) [https://polkadot.js.org/apps/#/extrinsics], select the account you want to vote for, and select Democracy under "submit the following extrinsic" Democracy. Select Vote (ref_index, vote) in the second column, enter the bid index you wrote down in step 3, vote "aye" for the proposal, and "nay" for the proposal.
All tokens in the account you choose will be locked until the referendum ends. If you voted yes and the proposal passed, your tokens will remain locked until the proposal goes live within 8 days. It is recommended that you do not vote with all your KSM, because the token will be locked for a period of time, so you should create a voting account and transfer the KSM you want to vote into it before voting.
Vote for Council Members
Using the Polkadot UI, make sure you have an account and select the Kusama network under the Settings tab.
Navigate to the Council tab to view current council candidates.
In the Kusama forums, you'll find a thread dedicated to council members proposing their candidacy and view more information.
Go to the External Extrinsics tab, select the account you want to use, and select Council under "submit the following extrinsic." Select setApprovals(votes, index) in the second column, enter the parliamentary index of the candidate you want to vote for, and select yes to support that candidate or nay to vote against it.
Click "Submit transaction" and sign the transaction.
Become a Council Candidate
Using the Polkadot UI, make sure you have an account and select the Kusama network under the Settings tab.
Navigate to the Council tab to view current council candidates.
In the Kusama forums, you'll find a thread dedicated to council members proposing their candidacy and find more information. Add your account number, reason for being a suitable council member, and any other information you'd like to share.
Go to the External Extrinsics tab, select the account you want to use, and select Council under "submit the following extrinsic." Select SubmitCandidacy (slot) in the second column, then select the slot you want.
Click "Submit transaction" and sign the transaction.
