Odaily reports that investment bank TD Cowen stated the Clarity Act is far from a sure thing to pass before the November midterm elections, still facing significant political and policy hurdles. The Senate is expected to begin considering the bill the week of July 13, with July 24 being a key deadline before the House leaves for its August recess. Jaret Seiberg, Managing Director of TD Cowen's Washington Research Group, questioned whether the bill could secure approval before the fall elections if it fails to pass by then.
