Russia's New Digital Asset Law Takes Effect, Retail Annual Investment Cap Around $3,700

Odaily News – Russia's digital asset law took effect on September 1, 2026, legalizing regulated cryptocurrency trading nationwide. Retail investors purchasing cryptocurrencies through a single licensed intermediary face an annual cap of 300,000 rubles, approximately $3,700.

The Bank of Russia is responsible for regulating licensed cryptocurrency intermediaries. Exchanges, brokers, and custodians must register as licensed intermediaries and join self-regulatory organizations in the financial market before legally offering services to clients.

The Bank of Russia will also determine which digital assets licensed intermediaries may offer. Professional investors are not subject to the 300,000 ruble annual cap, and the ban on using digital assets to pay for goods and services within Russia remains in effect.

Starting September 1, enterprises engaged in foreign economic activities can use cryptocurrencies to pay for goods, works, or services in international trade. The full licensing and compliance requirements are expected to be implemented by July 1, 2027. (Bitcoin.com News)
