The initial price inquiry date is August 5, 2026, and the online and offline subscription date is August 10, 2026. Odaily News: The enforcement decree for South Korea's "Special Act on Strengthening Semiconductor Industry Competitiveness and Support" was approved by the State Council on August 4 and will take effect on August 11. The legislation, driven by a presidential task force, details the composition of a special committee, procedures for semiconductor cluster designation, talent development support, and special accounting operations.
Under the enforcement decree, applications for semiconductor cluster designation must submit a construction plan covering basic goals, development direction, name, location, area, status of local industries and infrastructure, talent development, and research infrastructure. Non-capital regions will receive priority in cluster designation.
Infrastructure construction and operation costs for semiconductor clusters can be covered by national and local governments at 50% to 100% of total project costs. Among these, facilities for redundancy, supply chain stability, and industrial security are eligible for full support.
The decree also allows priority support for job matching and retraining of regional professionals in non-capital regions with semiconductor companies, and specifies criteria and procedures for designating semiconductor industry talent development institutions. South Korea's Minister of Trade, Industry and Energy, Kim Jung-kwan, stated that key policy tasks under the law will be promoted in cooperation with relevant agencies.

Phantom wallet to end Monad support on August 12, recommends users migrate to other EVM wallets
Odaily News: Monad stated that the Phantom wallet will discontinue support for Monad on August 12, recommending users migrate their funds to other EVM wallets. Alternative wallets listed by Monad include MetaMask, Rabby, Backpack, OKX Wallet, Trust Wallet, and Uniswap Wallet. Phantom had integrated with the Monad network when its mainnet launched in November 2025.

Dango announces shutdown; trading suspended July 29, L1 network to close August 13
Odaily News: DeFi platform Dango announced it will wind down operations, with the team citing multiple reasons for being unable to find a viable path to long-term commercial success. Dango stated that user funds are safe, and withdrawal restrictions will be lifted shortly, advising users to close positions and withdraw funds as soon as possible. The platform also warned users of slippage risk due to expected declining liquidity.
The schedule is as follows: On July 29 at 12:00 UTC, the platform will halt trading, with remaining positions settled at oracle prices. DLP Vault deposits will be unlocked, and all funds will be returned to users' spot accounts in USDC. On August 13 at 12:00 UTC, the Dango L1 blockchain will cease operation, and unwithdrawn funds will be returned to users' deposit addresses on Ethereum.

August 15
From August 15, Russian government bans crypto mining in Moscow and other regions until end of 2032
Odaily News: The Russian government will ban cryptocurrency mining in Moscow, the Moscow region, and eight districts of Kursk Oblast starting August 15, with the ban lasting until December 31, 2032. The restrictions cover eight municipal districts in Kursk Oblast as well as the city of Lgov, and apply to local residents' participation in mining pools and related activities. The decree was signed by Russian Prime Minister Mikhail Mishustin and has been published.
Odaily News: The Superseed team announced that the project will abandon its self-built Layer 2 and focus on launching a self-repaying loan product on the Ethereum mainnet. The team will deploy a native lending protocol and stable asset suprUSD, using "Super Strategies" yield strategies to automatically repay user debt and improve collateral utilization. The native token SUPR will be used for strategy enhancement and potential fee sharing. The official requirement is for users to bridge all assets on the Superseed chain, including USDC, USDT, oUSDT, cbBTC, OP, and ETH, out by August 15, 2026. After this deadline, except for SUPR which will be distributed via a subsequent contract, other assets may be unrecoverable.
