Nine US lawmakers (including House Financial Services Committee Chair French Hill and Capital Markets Subcommittee Chair Ann Wagner) wrote to SEC Chairman Paul Atkins, urging him to expedite implementation of President Trump's August executive order "Democratizing Access to Alternative Assets for 401(k) Investors." The lawmakers asked the SEC to assist the Department of Labor in adjusting regulations to allow crypto assets to be included in 401(k) retirement plans. The letter noted that approximately 90 million US retirement investors are currently restricted from allocating to alternative assets. Allowing 401(k) plans to allocate 1% of their funds to crypto assets could bring in $93 billion in incremental funds, exceeding the $60.6 billion in inflows into Bitcoin spot ETFs since January 2024.
Nvidia plans to invest up to $100 billion in OpenAI
Nvidia officially announced plans to invest up to $100 billion in OpenAI. Nvidia (NVDA.O) announced a strategic partnership with OpenAI to deploy 10 gigawatts of Nvidia systems (artificial intelligence data centers), with the first gigawatt-scale systems to be deployed in 2026. HSBC launches cross-border tokenized deposit service
HSBC Holdings has launched a tokenized deposit service to support secure cross-border transfers for its corporate clients. According to a statement released on September 22nd, the British bank completed its first cross-border US dollar transaction between Hong Kong and Singapore this month using blockchain technology. HSBC said this cross-border transaction builds on its existing domestic payments product, which launched earlier this year in Hong Kong and Singapore and subsequently expanded to the UK and Luxembourg to support additional currencies, including the British pound and the euro.

Helius Medical Technologies, Inc. announced its first purchase of Solana (SOL) tokens as part of its digital asset treasury strategy. The company currently holds over 760,190 SOL tokens at an average cost basis of $231. Additionally, the company holds over $335 million in cash, which it plans to use to further its digital asset treasury strategy. Helius previously announced that it had raised over $500 million in funding in partnership with Pantera Capital and others to launch a SOL treasury company.

Rainbow plans to launch its native token RNBW in the fourth quarter
Rainbow, a non-custodial crypto wallet, announced that it will launch its native token, RNBW, by the end of the year. This announcement comes shortly after Consensys founder Joe Lubin confirmed that MetaMask is developing the MASK token. The Rainbow team stated that RNBW is part of its "Phase 3" development, which will also include DeFi portfolio management, multi-chain support, real-time price and balance updates, and the introduction of perpetual contract trading powered by Hyperliquid. Jon Charbonneau, DBA at crypto investment firm and founder of crypto blog Uncommon Core 2.0, and Hasu, head of strategy at Flashbots, initiated a proposal to "reduce the total supply of HYPE by 45%." The proposal suggests the following changes to Hyperliquid's economic model: revoke the authorization of all unminted HYPE currently allocated to future unlocks and community rewards (FECR); destroy all HYPE currently held in the Assistance Fund (AF), and all HYPE continuously acquired by AF will also be destroyed; and remove the maximum supply cap of 10 HYPE. Continuous token issuance (for example, for staking issuance or community rewards) will increase the total supply. The proposer stated that Hyperliquid's current large number of authorized, uncirculated tokens may cause problems, and that the proposal will not affect the relative ownership of existing HYPE token holders in the protocol economy, Hyperliquid's ability to fund value-added initiatives, or how these decisions are made.
The proposal's originator disclosed that one or more investment funds managed by DBA hold significant positions in HYPE tokens, as do both co-authors. If this proposal proceeds to a formal governance vote and DBA, its affiliates, and/or co-authors are able to participate, all co-authors currently intend to vote in favor, as applicable.
Sky: Delayed upgrade penalties for manufacturers upgrading to Sky now in effect
Sky (formerly MakerDAO) announced on the X platform that a penalty for delayed upgrades has taken effect. Effective immediately, all MKR to SKY upgrades will be subject to a 1% penalty fee. According to Sky Atlas regulations, this penalty fee will increase by 1 percentage point every three months.
