July 17th
EthCC 6 will be held in Paris from July 17 to 20
Odaily News: The annual Ethereum Community Conference (EthCC) will be held in Paris, France from July 19 to 21. This will be the 6th edition of EthCC since its establishment.
Odaily News: According to an official announcement, Binance will exit the Dutch market. Starting from today, new users residing in the Netherlands will no longer be accepted. As of 8:00 am on July 17th, Dutch residents will only be able to withdraw assets from Binance, and buying, trading, or depositing will no longer be available. We encourage users to take appropriate action to withdraw their assets from their Binance accounts.
Binance explained that as a Virtual Asset Service Provider (VASP), they are undergoing a comprehensive registration application process with Dutch regulatory authorities. While they have explored many alternative ways to serve Dutch residents in compliance with Dutch regulations, unfortunately, the VASP registration in the Netherlands is not yet complete. Binance will continue to work towards authorization to provide our products and services to Dutch users.
Binance has already complied with the EU standards on anti-money laundering and countering the financing of terrorism, as evidenced by its registrations in other EU countries, including France, Italy, Spain, Poland, Sweden, and Lithuania. Binance continues to collaborate with regulatory authorities worldwide and focuses on preparing our operations to fully comply with the new regulations regarding crypto assets (MiCAR) in the EU.
Celsius debtors and others will mediate on the court's handling of "Earn" and loans on July 17th.
Odaily news: The official committee of unsecured creditors of Celsius has announced that the hearing of the review of Celsius' bankruptcy reorganization plan, "Disclosure Statement," will be held on August 10th. At that time, the court will determine whether the disclosure statement provides sufficient information to creditors for an informed vote on the plan. The court will also determine whether the debtors are authorized to solicit votes on the plan and schedule a confirmation hearing. The debtors have requested that the confirmation hearing be scheduled for September 29th.
On July 17th, the debtors, the creditor's committee, the borrower's ad hoc group, and certain Earn creditors will mediate on the relative treatment of "Earn" and loans in front of Judge Wiles. The committee hopes that all parties can reach an agreement on how to fairly distribute the value of the assets among the creditors. Users can anonymously buy and sell information about blockchain wallet address owners through smart contracts. Buyers can request information from the community by offering rewards, and bounty hunters can submit the requested information to earn the rewards.

According to the official announcement, BNB Beacon Chain will undergo the "ZhangHeng" hard fork upgrade at block height 328,088,888 (estimated to be at 14:00 on July 19, 2023). Full node operators on the mainnet must switch their software version to v0.10.16 before July 19.
It is reported that this upgrade introduces BEP-255 for on-chain asset reconciliation on the beacon chain to enhance security.
The summer hackathon collaboration between Sui and KuCoin Labs will hold a Demo Day on July 19

Linea plans to open its mainnet to users next week
Odaily News: ConsenSys plans to launch its Layer 2 network Linea on the Ethereum mainnet this week. Developers will be able to deploy their projects to the Linea Alpha network on Friday, and users will be able to access it starting next week.
