SBF Files Appeal with U.S. Supreme Court, Seeking to Overturn Fraud Conviction and $11 Billion Forfeiture Order

Odaily News: FTX founder SBF filed an appeal with the U.S. Supreme Court on Thursday, seeking a new trial and the reversal of the court's previous $11 billion forfeiture order. SBF was sentenced to 25 years in prison in 2024.

The appeal primarily concerns legal issues related to the submission of trial evidence, as well as whether SBF should be allowed to present evidence that his relevant investments ultimately became profitable enough to cover FTX customer losses. Additionally, SBF argues that the $11 billion forfeiture violates the Eighth Amendment to the U.S. Constitution, which prohibits excessive fines. (CNN)

Italy's Central Bank Requires Crypto Asset Service Providers to Review Every Transaction, With No Minimum Amount Threshold

Odaily reports: The Bank of Italy (Banca d'Italia) has issued a notice requiring payment service providers (PSPs) and crypto asset service providers (CASPs) to continuously review financial transactions using procedures related to the Travel Rule, with no minimum amount threshold.

Relevant institutions must verify the names of the originator and beneficiary when establishing a customer relationship, when the EU Council makes a decision, and at the time of each transaction, and cross-check them against lists of sanctioned individuals and entities. Automated systems must not set a minimum amount threshold that limits transaction review, and transfer delays may be accepted when necessary to strengthen sanctions screening. (Bitcoin.com News)

Delayed by Months, Monument Bank's £250M Retail Deposit Tokenization Project Affected by UK Regulatory Issues

Odaily News: Monument Bank has delayed its project to tokenize £250 million (approximately $330 million) in UK retail bank deposits by several months, as the bank was unable to find a local crypto custodian in the UK that meets Financial Conduct Authority (FCA) standards and can handle zero-knowledge privacy proofs. Monument Bank founder Mintoo Bhandari stated that the bank originally planned to tokenize customer deposits on the privacy-focused public blockchain Midnight, and expects it will take another two months, with a launch to retail customers in November. To meet regulatory requirements, the bank has expanded its search for custody partners overseas and has found an FCA-approved Canadian custodian.

Midnight is a privacy-first Layer 1 blockchain project funded by Charles Hoskinson that uses zero-knowledge proofs to keep customer information within Monument's systems while allowing the bank to prove compliance on-chain and provide audit records to regulators. Monument Bank announced the project in March of this year, planning to offer tokenized private equity, structured products, and automated Lombard loans to "mass affluent" customers with investable assets between £50,000 and £5 million. Bhandari stated that customer deposits will continue to earn interest, be fully backed by Monument, redeemable 1:1 for pounds, and protected by the Financial Services Compensation Scheme (FSCS) up to £120,000 per person or per company.

Official Records or a Shift to Blockchain Ledgers: US SEC Proposes Amending Transfer Agent Rules

Odaily reports that the U.S. Securities and Exchange Commission (SEC) last week proposed a new rule amendment to transfer agent regulations, allowing electronic databases, including blockchain ledgers, to serve as the official record of securities ownership. If the proposal is approved, issuers and transfer agents may no longer need to maintain both onchain token ledgers and offchain shareholder registers simultaneously, and the ownership records of tokenized securities could shift from two sets of records to a single record. Eli Cohen, Chief Legal Officer of Centrifuge, said the proposal could simplify the current "two-step" process into a "one-step" process, allowing the blockchain to serve as the primary securities file. Joris Delanoue, CEO of SEC-registered onchain transfer agent Fairmint, said assets would still be subject to ownership and transfer rules, and regulatory controls such as identity verification and transfer restrictions would still be built into the tokens; transfer agents would still need to handle administrative matters such as shareholder death, inheritance, and legal notices, with processing windows potentially shortened from 3 to 5 days to 1 day. The proposal's 60-day public comment period will end in early November.

Liquid Network Vulnerability Disclosure Handling Sparks Public Dispute Between Samson Mow and Bitcoin Red Team

Odaily reports that Bitcoin News posted on X stating that Samson Mow and Bitcoin Red Team researcher Calle are engaged in a public dispute over whether security warnings related to a Liquid Network exploit were properly handled. Calle claims that Blockstream did not act on the Red Team's email, ultimately resulting in a loss of 600 BTC; Mow responded by saying "no email was ignored." Calle stated that once Blockstream restores normal Liquid operations and publishes a post-mortem report, the Red Team will release a full account of the disclosure process. Mow separately warned against blindly trusting AI-generated security reports, saying that unverified fixes could introduce new vulnerabilities, and criticized researchers who prioritize pursuing "clout" over protecting Bitcoin.

Serving EU users without necessary licenses, ESMA warns Polymarket and Kalshi

Odaily News — The European Securities and Markets Authority (ESMA) has issued a risk report stating that major prediction market platforms such as Polymarket and Kalshi currently do not hold the authorizations typically required to offer event contracts to users in the EU. ESMA noted that the regulatory classification of event contracts depends on the specific product and they may be deemed financial instruments, crypto-assets subject to the MiCA framework, or subject to member state gambling regulations; if classified as financial instruments, they would typically be treated as derivatives and could be subject to the EU's retail restrictions on binary options.

ESMA questioned that Polymarket and Kalshi only restrict certain member states, and that VPNs may bypass geographic restrictions. In July of this year, France already required internet service providers to block Polymarket. ESMA also warned that if AI investment returns fall short of expectations or a sell-off in tech stocks occurs, large investors may sell highly liquid risk assets, including crypto-assets, to raise cash; data shows that Bitcoin fell 35% in the first half of 2026, while U.S. spot Bitcoin ETFs saw outflows exceeding $5.5 billion during the same period.

With a 163-year history, U.S. Bank, the fifth-largest commercial bank in the United States, has transferred its self-issued stablecoin across borders on the Stellar public chain

Odaily News: U.S. Bank, the fifth-largest commercial bank in the United States, announced that on September 9 it completed a cross-border payment between entities in North America and Europe using its self-issued U.S. dollar stablecoin USBDC on the public blockchain Stellar. As of June 2026, the bank had $445.4 billion in assets under management.

This transfer was not completed through a closed private ledger. USBDC circulated on an open network while remaining connected to U.S. Bank's existing systems. U.S. Bank CEO Gunjan Kedia said the pilot demonstrated the ability to accelerate global cash management and fund transfers.

U.S. Bank disclosed that its digital asset platform can evaluate stablecoin minting, payment redemption, freezing, and rollback functions. Jamie Walker, the bank's head of digital assets and fund transfers, said this pilot is another step in its digital asset strategy. (Bitcoin.com News)

Odaily reports: A Fox Business crypto reporter posted on X that U.S. Senate Republicans have released an updated text of the CLARITY Act following negotiations during the August recess. The ethics section appears unchanged, and the BRCA and stablecoin yield sections also remain the same. The UK House of Lords voted 194 in favor of establishing a digital asset strategy

Odaily reports that the UK House of Lords on Wednesday passed an amendment by a vote of 194 in favor to 138 against, requiring the government to formulate a digital asset strategy, despite opposition to the measure from the ruling Labour Party.

The amendment, proposed by Conservative peer Baroness Neville-Rolfe, requires the UK Treasury to formulate, publish, and seek consultation on the strategy within 12 months after the Financial Services and Markets Act takes effect.

The strategy will cover crypto assets, stablecoins, and tokenized securities, and address issues including innovation, consumer protection, and enterprises' access to banking, payment, and settlement services. The related bill still needs to be submitted to the House of Commons, where lawmakers may accept, amend, or reject the Lords' amendments.

The UK Cryptoasset Business Council expressed support for the vote result. Previously, Lord Stockwood, the UK Treasury's Minister for Investment, had stated that the government already has a digital asset strategy and is implementing it. (Cointelegraph)
