Microsoft Releases Interim Code of Conduct to Restrict AI Model Use

Odaily News: Microsoft (MSFT.O) has released an interim code of conduct imposing restrictions on AI models, just days after the heads of Anthropic and OpenAI agreed to slow down development pace.

The company hopes to be seen as a responsible AI player, and it is one of the leading cloud service providers. "We've received feedback from people who want to see clearer commitments: that AI always serves humanity rather than trying to replace it," Mustafa Suleyman, who oversees the company's model development, said in an interview with CNBC. "We've received a great deal of feedback emphasizing that AI should not create dependency, should not be sycophantic, and should always promote human judgment, autonomy, and agency." Suleyman said that although these guidelines had been in the works for about five months, Microsoft chose to release them now given the recent discussions they have sparked. (CNBC)

US partisan divisions emerge, federal AI regulation consensus likely difficult to reach for now

Odaily News: Trump's commitment to AI has reached nearly the limit of what a politician can achieve; meanwhile, Democrats' ambivalence toward AI has also reached the limit of what a political party can sustain. This enormous divide makes it nearly impossible to imagine reaching a federal AI regulatory consensus this year, or possibly even until early 2029, regardless of who wins control of Congress. In his remarks on Sunday, Trump dismissed safety warnings from AI giants as "a lot of negative forces," though it remains unclear who Trump was referring to.

Trump's "AI accelerationist" allies, including Silicon Valley venture capitalists, view these safety alarms as a tactic by dominant players in the field to lock in regulations favorable to themselves. On the other side, congressional Democrats are coalescing around a sense of urgency, but lack an equally clear consensus on what exactly should be done. House Minority Leader Hakeem Jeffries said his caucus will meet on Tuesday to debate what actions to take on AI; meanwhile, former President Obama is privately urging Democrats to make AI a top priority. Democratic Representative Greg Casar, however, wants to directly ban superintelligence and pause advanced AI development. (AXIOS)

Tom Lee: Ethereum May See Multiple Bullish Catalysts, ETH/BTC Ratio Hits Highest Since Late January

Odaily reports: Tom Lee, Chairman of Ethereum treasury company Bitmine, stated that ETH has multiple bullish catalysts in the coming months, laying the foundation for an expected surge in institutional buying of cryptocurrencies in the final months of 2026. These include the scheduled CLARITY Act vote in mid-September, South Korean investors re-entering crypto assets and rotating from AI stocks into the crypto market, and the "four-year cycle" pattern.

Tom Lee further noted that the ETH/BTC ratio has risen to its highest level since January 30 of this year, breaking above the trendline formed since the pandemic-era peak and establishing a new uptrend. This reflects Ethereum's strengthening position as settlement infrastructure for Wall Street asset tokenization, while the market is increasingly recognizing that Ethereum may play a key role in the Agentic AI space. Analysis: The Robinhood vs. AMC Fight Is Just the Beginning — the U.S. Stock Market May Be Facing Its "Napster Moment"

Odaily reports that Robinhood recently tokenized stocks such as AMC, drawing public criticism from AMC's CEO, but this model can lower the cost and barriers for global investors trading U.S. stocks. Blockchain-driven stock tokenization is reshaping the U.S. stock brokerage industry, and its impact may be similar to Napster's disruption of the music industry 25 years ago. Analysts note that tokenized stocks still face issues such as voting rights, custody of the underlying shares, and whether token assets are fully backed, but regulators have begun advancing related frameworks. Nasdaq recently invested $100 million in blockchain finance company Payward, and the trend of putting stocks on-chain is accelerating, making it difficult for threats or lawsuits to block this technological development in the long term. Dogecoin ETFs Attract Only $12 Million in Ten Months, While XRP and Solana Combined Inflows Exceed $3 Billion

Odaily reports that three U.S. Dogecoin ETFs have collectively attracted just over $12 million in inflows over the past 10 months, compared to XRP funds which pulled in $12.29 million in a single day on September 9. Since their debut in November 2025, XRP funds have accumulated $1.7 billion in net inflows, while Solana funds have drawn $1.36 billion since launching in October 2025—both more than 100 times the total for Dogecoin funds.

Previously, Bitwise announced it would shut down its Dogecoin ETF BWOW, which held only $687,713 in assets as of September 9, with trading expected to cease on October 14. Data shows that across 199 trading days, the three Dogecoin funds recorded net inflows on only 28 days, with zero net flows on 166 days. MyDoge founder Jordan Jefferson believes that accessibility has never been the biggest bottleneck for Dogecoin; whether institutional demand can be unlocked depends on whether investors can find underwriting value beyond price appreciation. Betting heavily that the Fed "can't hike further," asset management giant Amundi is gradually buying US Treasuries

Odaily News: As international oil prices break through $100 and global bond markets tumble, Europe's largest asset manager is adding to 2-year US Treasuries against the tide. Some investors worry that the Fed is once again "behind the curve" in fighting inflation, but the situation may soon undergo a qualitative shift.

Amundi SA, the European asset management giant with $2.8 trillion in assets under management, is decisively adjusting course and beginning to gradually buy 2-year US Treasuries to hedge against the systemic risk that the US economy may stall under the impact of high oil prices. While the market is in panic over monetary tightening, Amundi sees a window for contrarian positioning. Nicolas Dahan, the firm's senior portfolio manager for global bonds and currencies, noted that although the US economy is currently showing some resilience, persistently high energy prices and surging borrowing costs are becoming growth risks that cannot be ignored.
