Full-scale crypto trading in Russia still awaits central bank细则regulations, with necessary documents expected to be ready by early December

Odaily News: Russia's "Digital Currency and Digital Rights Law," which took effect on September 1, has so far only been partially implemented, mainly covering cross-border transfers for foreign trade. As a large number of key details have yet to be released, crypto trading within Russia is still unable to operate on a full scale. The Central Bank of Russia stated that all necessary documents are expected to be ready by early December. Market participants indicated that the relevant infrastructure is largely complete and only requires adjustments in line with the new requirements. Sberbank plans to complete the construction of its digital custody institution before December 1, while Finam expects to begin offering services in early 2027. Central Bank Governor Elvira Nabiullina stated that transferring crypto assets abroad is not restricted, but investors should be aware that operations conducted overseas are not protected by Russian law.
