国家发改委拟修订《对外投资管理办法》:居民个人境外投资实行备案管理
The National Development and Reform Commission (NDRC) has released the "Measures for the Administration of Outbound Investment (Revised Draft for Comments)" to solicit public opinions from August 21 to September 20, 2026.
The draft expands the scope of investors from enterprises to domestic enterprises, other organizations, and individual residents, and clarifies that reinvestment abroad by investors also constitutes outbound investment. In the regulatory section on outbound investment, regarding the classification of outbound investment, division of regulatory responsibilities, and the procedures and timelines for approval and filing, investors are required to obtain an outbound investment approval document or a filing receipt before implementing the investment. For individual residents newly included as investors, the approving authority is the NDRC, while the filing authority is the provincial development and reform department at the place of household registration or habitual residence.
