German Government Introduces New Bill to Legalize Blockchain Electronic Securities
Chancellor Angela Merkel's cabinet on Wednesday passed new legislation introducing fully electronic securities as part of its broader blockchain strategy, the German finance ministry said. The bill relaxes rules that previously mandated issuers and holders of securities to use paper certificates to certify transactions. “Paper securities may be precious out of nostalgia, but the future belongs to electronic versions,” Finance Minister Olaf Scholz said, adding that electronic securities reduce costs and administrative burdens. Paper certificates can now be replaced by registers of central securities depositories or private banks, while encrypted securities registers based on blockchain technology are also possible.
