Shielded Labs: Zcash Holder Votes Are Non-Binding, No Single Group Can Determine Governance Outcomes

Odaily reports that Shielded Labs CEO Jason McGee stated in a post that Zcash currently employs a multi-stakeholder "rough consensus" governance model, in which holder votes and community committee votes can be used to gauge sentiment and inform decisions, but are not binding. Protocol changes typically require broad support from the community committee and holders, with the final decision ultimately resting with the stakeholders who actually operate and use the network, including node operators, miners, exchanges, wallets, and users.

Zcash governance relies on rough consensus formed among multiple parties including holders and community panels. Holder polls are used only to gauge opinion and are not binding on-chain votes. No single group can unilaterally drive protocol changes. This governance model can both coordinate network upgrades when needed and prevent any single group from unilaterally pushing through protocol changes.
