Odaily News — In an interview on August 25, Iranian Deputy Foreign Minister Gharibabadi stated that Iran remains in a state of war, and that the Strait of Hormuz is under the full control and surveillance of Iran's armed forces. It will not be reopened unless approved, sanctioned, and arranged by Iran. Gharibabadi also warned that to safeguard national security and national interests, if conditions are appropriate, Iran may take "preemptive" action against U.S. targets, rather than waiting for the United States to strike first before defending itself.
