Odaily News: American Bankers Association President and CEO Rob Nichols stated that the goal is to strengthen, not block, the passage of the CLARITY Act. The digital asset industry needs a clear regulatory framework, but a key provision in the bill regarding stablecoin rewards still needs to be further tightened. Nichols noted that the 2025 GENIUS Act has already prohibited stablecoin issuers from paying interest or yields to holders, and the current controversy lies in whether affiliated parties such as crypto trading platforms can offer interest-like rewards. He believes that if stablecoin wallets attract bank deposit outflows through such mechanisms, it could weaken the funding base banks rely on for small business loans, residential mortgages, and agricultural financing. The American Bankers Association recommends amending the relevant language in the bill to prohibit stablecoin rewards that are "substantially similar" to interest payments, and to remove certain wording that could create ambiguity. Nichols said these changes would not prevent crypto companies from offering other reward programs but would avoid reward mechanisms evolving into disguised deposit interest. He also stated that the American Bankers Association is pushing senators to amend the relevant provisions before the September vote, and believes the United States can be both the global banking hub and the global crypto hub, provided that clear and consistent regulatory rules are established.
