美SEC拟推进加密货币发行规则提案,CLARITY Act或迎9月关键节点

Odaily News: Crypto journalist Eleanor Terrett posted on X, stating that although the U.S. Senate has postponed the key procedural vote on the CLARITY Act to September, regulators are preparing to advance their own framework for crypto issuance rules. The Senate previously failed to complete the procedural vote on the CLARITY Act, with the related agenda pushed to September. Senate Majority Leader John Thune has filed a procedural motion, and a new voting window is expected around mid-September.

Meanwhile, the U.S. Securities and Exchange Commission (SEC) is preparing a new rule proposal targeting crypto asset issuance activities. Market participants believe that even if the legislative process for the CLARITY Act faces delays, regulators may still drive digital asset market structure reforms through administrative rules.

Analysts point out that the U.S. crypto regulatory path in the coming months may proceed on "dual tracks": on one hand, Congress will continue to advance market structure legislation such as the CLARITY Act; on the other, the SEC may establish a regulatory framework for token issuance, trading platforms, and digital asset service providers ahead of time through rulemaking.
