This procedural step is used to end prolonged debate and push the Senate toward a vote in September on whether to formally begin considering the bill. This does not mean the CLARITY Act has passed. A cloture motion typically requires 60 votes to succeed; if the motion passes, the Senate can move forward with debate and consideration of the bill.
