美国参议院民主党拟阻止CLARITY Act程序性投票

Odaily News: Senate Democrats plan to block the cloture motion on the CLARITY Act, making it difficult for the crypto market structure bill to secure the required 60 votes before the August 7 recess. Democrats have stated that no clear progress has emerged in White House negotiations over a bipartisan ethics agreement.

Senator Ruben Gallego said senators have submitted bipartisan ethics text to the White House but have yet to receive a response. Democrats are demanding enforceable restrictions on federal officials profiting from digital assets while in office, arguing that the current provisions in the 616-page bill text are insufficient.

Senate Majority Leader John Thune still plans to push for a procedural vote this week. Republicans currently hold 53 seats and would need roughly 7 Democratic senators to reach the 60-vote threshold; if the vote fails or does not take place, the bill would be delayed at least until September.

On Polymarket, the probability of the CLARITY Act being signed into law by 2026 has dropped from 27% to 23% this week. Supporters of the bill continue to pressure Congress this week, with industry advocates claiming over 1 million voter contacts in support of the framework.
