OpenAI Plans to Build At Least $20 Billion Data Center Campus in Georgia

Odaily OpenAI announced on Wednesday its plan to build Project Camellia in Effingham County, Georgia. Project Camellia is a data center campus valued at least $20 billion, covering 1,400 acres and requiring 3.2 gigawatts of power.

OpenAI stated that it has met with state and local officials, community leaders, schools, and other stakeholders to gather feedback and will hold a public open house. The company noted that the project is still in its early development stages, with significant work remaining on infrastructure, phasing, design, financing, and operational models.

Effingham County Commissioner Jamie DeLoach said the project has a low water consumption rate, will not increase energy costs for county residents, is expected to generate new tax revenue to support schools, and will create new opportunities for local businesses. OpenAI has signed an agreement with Georgia Power and plans to power the campus in phases from 2028 to 2032.

OpenAI stated that it will provide $80 million in community benefits over the project's lifecycle and offer eligible Georgia university, community college, and technical school students up to $71 million in Codex credits. Once fully completed, the project is expected to create thousands of construction jobs and over 1,000 operational positions.
