Russian State Duma Passes Crypto Market Regulation Bill, Awaits Putin's Signature

Odaily reported that the Russian State Duma passed Bill No. 1194918-8, "On Digital Currencies and Digital Rights," on Tuesday in its second and third readings, setting rules for the operation of crypto assets and cross-border trade within the country.

The bill establishes a regulatory framework for market participants such as crypto exchanges, brokers, asset management companies, and custodians, and sets operational requirements for industry firms.

The bill allows the use of crypto assets for foreign trade operations, while payments for goods and services within Russia remain prohibited. The main provisions are expected to come into effect on September 1, 2026, with a transition period until July 1, 2027. The bill still requires President Vladimir Putin's signature to become law.
