ENS DAO Approves Activation of New Security Council, 5-of-8 Multi-Sig Mechanism Can Cancel Malicious Proposals

Odaily reports that ENS DAO has approved a proposal to activate a new Security Council with a two-year term. The council consists of 8 members and holds veto power, allowing it to cancel proposals during the waiting period after a malicious proposal passes but before it is executed. The council's power is limited to canceling transactions within the timelock; it cannot access treasury funds, submit proposals, or rewrite approved proposals. The council may exercise its power only under emergency conditions as defined in its charter. ENS noted that governance itself can become an attack surface, as voting power can be borrowed to launch attacks, proposal code can hide malicious behavior, and compromised credentials can be used to push harmful transactions. The new council operates under a 5-of-8 multi-sig, requiring at least 5 members to agree in order to cancel a proposal. After a two-year term, the council must be extended by a DAO vote.
