Odaily News: The Russian State Duma will conduct the second and third readings of the cryptocurrency regulatory bill on Tuesday. Entitled "Digital Currency and Digital Rights," the bill includes rules for investors and provisions related to cross-border payments.
The bill proposes restrictions for non-qualified investors, including an annual cap of 300,000 rubles (approximately $3,800) on cryptocurrency purchases through a single intermediary and a cap of 100,000 rubles on outward transfers. For qualified investors, the purchase limit is 3 million rubles, and the limit for outward transfers is 1 million rubles.
If the bill is approved, Russia will establish a legal framework for crypto activities, covering investor rules and regulations for cross-border trade operations. The main provisions of the bill are expected to take effect on September 1, and it will also allow enterprises that supply goods to Russia to use crypto assets.
