Odaily reports that the Russian State Duma will conduct the second and third readings of a bill on regulating the cryptocurrency market within Russia on July 21. Introduced by Anatoly Aksakov, Chairman of the Financial Market Committee, the bill aims to establish a legal framework for the legitimate use of cryptocurrencies in Russia and to combat related fraud and illegal activities. According to the regulatory concept previously proposed by the Central Bank of Russia, ordinary investors, in addition to qualified investors, may also purchase high-liquidity crypto assets determined by legislation after passing a test. However, the annual purchase limit is capped at 300,000 rubles per intermediary institution.
