Myanmar Telecom Fraud AI Industrialization Exposed: Starlink Becomes Key Infrastructure, Crypto Payments & OpenAI/Google Models Incorporated into Toolchain

Fraud networks use cryptocurrencies for fund flow and employ automated tools based on large language models for multi-language script generation, identity disguise, and emotional manipulation. According to the investigation and analysis, these systems heavily rely on OpenAI's ChatGPT and Google's Gemini at the functional level to support "large-scale social engineering scams." On the financial side, they use on-chain payments and cross-border channels for rapid money laundering and transfer, forming a "AI customer acquisition + crypto settlement" dual-layer structure, endowing the fraud industry with high automation and cross-border proliferation capabilities. Furthermore, Elon Musk's Starlink has become the primary network service provider for Myanmar scam compounds, with a US ISP carrying nearly one-fifth of the compounds' traffic.

In response to the allegations, OpenAI stated that scammers' usage of ChatGPT is highly similar to that of ordinary users, making identification difficult, but it has already been blocking approximately 100,000 suspicious accounts per month through behavior pattern recognition and risk control systems. Google indicated that its AI models have safety guardrails in place and emphasized its commitment to "responsible AI development" to limit the use of its tools for illegal activities like fraud.
