伊朗 has proposed a three-phase negotiation plan

According to sources from Iran, the country has conveyed a three-phase negotiation proposal to the United States through intermediaries. The first phase of negotiations focuses on a complete end to hostilities and obtaining guarantees to prevent the re-initiation of war against Iran and Lebanon. If an agreement is reached in the first phase, the parties will move to the second phase, which will specifically address the issue of how to manage the Strait of Hormuz. The third phase is related to discussions on the nuclear issue, but Iran will absolutely not participate in nuclear negotiations until agreements are reached in the first two phases. (CCTV)
