This nomination has been submitted to the U.S. Senate for approval. Phelan holds a Ph.D. in Economics, having graduated from Duke University and the University of Chicago. He previously served as a senior economist at the Federal Reserve Bank of Minneapolis and is currently a professor of economics at the University of Minnesota, specializing in macroeconomic theory, incentive mechanisms, and game theory of inequality.
