However, this was a typical procedural hearing that did not make any rulings on asset ownership, compensation plans, or substantive legal issues. The core topic of the hearing was who should represent the large number of Chinese victims. Judge Turner, presiding over the case, repeatedly expressed concern about the current situation. As more and more law firms separately represent different groups of Chinese victims and file claims under Section 281 of POCA (s.281), the UK High Court is facing the practical risk of a "proliferation of representation." Additionally, Judge Turner explicitly mentioned another parallel judicial proceeding being advanced by the UK High Court—the UK bankruptcy liquidation proceedings against Blue Sky Grid Company.
