According to Hines, this move could be a budget-neutral way to increase the country's Bitcoin reserves. Hines cited the Bitcoin Act of 2025 proposed by Senator Cynthia Lummis, which advocates that the United States obtain 1 million Bitcoins within five years, accounting for about 5% of the total supply of Bitcoin.
