The website address of the proposal is: https://gov.levana.finance/dao/proposal/0. The proposal is described as “The Times, January 3, 2009, Chancellor of the Exchequer is about to provide a second bailout for banks, and the first distribution of BTC on the Osmosis mainnet”.
