By registering as a representative of a token holder, the token holder can delegate their voting rights to the registered representative, who is responsible for participating in the ZKsync governance process on behalf of their representatives. Token holders can also choose to become their own representatives and vote directly. The representative's voice is proportional to the number of tokens delegated, 1 token = 1 vote.
