Key proposals include: banning passage for vessels linked to the United States, Israel, and other hostile countries; restricting the transport of military and civilian goods related to Israel; limiting vessel traffic tied to operations against the "Axis of Resistance"; and denying navigation access to entities that owe compensation payments to Iran.
