美议员拟推出“数据中心权利法案”遏制AI基建扩张

The Data Center Rights Act, proposed by U.S. Representative Ro Khanna, aims to give local communities the power to reject data center construction. According to CNBC, as concerns grow over the massive energy demands of AI infrastructure driving up electricity bills and exacerbating water stress, controversy over data center expansion across the United States continues to escalate. Khanna noted that during a recent visit to Pennsylvania, the biggest feedback he received was widespread public opposition to data center construction. He said: "We need a rights act so that communities don't have to be forced to accept these data centers, and to ensure they aren't built on farmland or in residential areas."

The proposal includes multiple protections for local communities and government rights, as well as requirements for data centers to use clean and reliable energy and comply with pollution emission limits. Currently, several states, including New York, have already implemented moratoriums on data center construction, and opponents of data centers have also recently scored major electoral victories. Khanna stated that the hyperscalers building data centers are "losing this country."
