韩国金融监管被质疑“风险评估不足”:单只股票杠杆ETF上市前未进行压力测试

The Financial Services Commission (FSC) of South Korea has come under scrutiny for inadequate risk assessment, as it did not conduct stress tests on single-stock leveraged ETFs before approving their listing.

According to disclosures from the office of People Power Party lawmaker Park Seong-hoon on the 3rd, the FSC's risk analysis materials submitted to the National Assembly primarily include internal product risk review documents, individual stock market trading data, and a research report on leveraged and inverse ETFs previously published by the Korea Capital Market Institute.

An FSC official stated that the submitted materials cover all existing analyses and confirmed: "The FSC did not conduct its own stress tests on single-stock leveraged ETFs, nor did it commission external institutions to carry out stress tests regarding product listings."

Earlier, Park Seong-hoon had requested at a National Assembly Political Affairs Committee meeting that the FSC clarify whether risk assessments such as extreme market scenario testing were performed prior to introducing single-stock leveraged ETFs. FSC Chairman Lee Bok-hyun responded at the time that the relevant products had undergone "comprehensive reviews" and promised to provide analytical materials. Ultimately, however, the submitted documents did not include quantitative risk tests for scenarios involving sharp declines in individual stocks. (Supple)
