Russian Central Bank Governor: Crypto Purchase Cap for Non-Qualified Investors Aims to Protect Investors

Odaily Planet Daily News: Russian Central Bank Governor Elvira Nabiullina stated that Bill No. 1194918-8 distinguishes between qualified and non-qualified investors. This is not unique to the cryptocurrency field but is a common arrangement in regulation.



Elvira Nabiullina explained that non-qualified investors have fewer opportunities to participate because the government protects them from undertaking risks they do not understand through legislation. She noted that relevant measures also cover the crypto ecosystem, citing reasons such as the volatility of the crypto market and the possibility that foreign digital assets might be seized due to connections with Russia.



Bill No. 1194918-8 is expected to take effect on September 1st, concurrently with the launch of the digital ruble. The bill stipulates that non-qualified investors have a cryptocurrency purchase cap of 300,000 rubles (approximately $3,800), while the cap for qualified investors is ten times that amount.



Elvira Nabiullina stated that Russia's crypto ecosystem remains open, with no restrictions on the repatriation or transfer of digital assets abroad. She added that investors who receive such assets abroad will not be protected by Russian law, and any issues arising would need to be resolved within the respective foreign jurisdictions.
