New Hampshire HB639 Bill Registered, Clarifying Legal Protections for Digital Asset Payments, Self-Custody, and More
Odaily reported that the New Hampshire House Bill HB639 has completed its registration process. The bill clarifies that state and local governments cannot restrict individuals from using digital assets for payments or holding assets through self-custody wallets, nor can they impose additional taxes solely for using digital assets. Furthermore, individuals or businesses operating nodes, engaging in mining or staking activities, are not required to obtain a money transmitter license, and such activities are not considered issuing or selling securities.
The bill also authorizes the state's Supreme Court to establish a "Blockchain Dispute Tribunal" specifically for adjudicating related civil disputes. It is reported that the bill will take effect 60 days after its passage.
