The bill stipulates that compliant Bitcoin obtained by the federal government through forfeiture will be added to the reserve, and funds from the sale or exchange of non-Bitcoin assets may be used to purchase more Bitcoin or repay national debt. Trump's ~$800 Million WLFI Holdings Get Clear Unlock Timeline, Earliest Unlock Could Begin in 2028
On-chain data shows that a WLFI allocation matching the scale of World Liberty Financial token holdings previously disclosed by U.S. President Trump was transferred to a vesting contract in May of this year. The associated wallet initially deposited 15.75 billion WLFI tokens, and after burning 10% per the rules, 14.175 billion remain, consistent with Trump's disclosed founder allocation, valued at approximately $800 million at current prices.
Under the new vesting arrangement, this WLFI allocation will undergo a two-year lock-up period, followed by gradual unlocking over three years, meaning unlocking will not begin until 2028 at the earliest. Previously, Trump's founder tokens were subject to indefinite lock-up with no clear sellable timeline.
Notably, the new version of the CLARITY Act recently added stricter crypto asset ethics provisions that would require senior government officials holding significant crypto assets to divest their interests or place them in a qualified blind trust. However, the aforementioned WLFI entered the vesting contract as early as May of this year, and there is currently no evidence that this arrangement is related to the new bill.
Eight U.S. Bank Trade Associations: CLARITY Act Circuit Breaker Is Not a Safeguard
According to crypto reporter Eleanor Terrett, 8 banking trade groups stated that the deposit outflow "circuit breaker" added to the new version of the CLARITY Act is not an effective safeguard, because the mechanism would only activate after large-scale deposit outflows have already occurred.
In a letter to Senate leaders, these groups called for further tightening of stablecoin rewards provisions to close loopholes that could allow stablecoin balances to earn interest-like payments.

Tom Lee: Core PCE Could Fall 100 Basis Points Without Rate Hikes
