Kalshi Requests En Banc Rehearing in Sixth Circuit Over Ohio and Tennessee Rulings

Odaily News: Prediction market platform Kalshi filed a petition for en banc rehearing with the U.S. Court of Appeals for the Sixth Circuit on the 13th, requesting that the full court reconsider the three-judge panel's rulings in "Kalshi v. Schuler (Ohio)" and "Kalshi v. Orgel (Tennessee)." In late September, the three-judge panel ruled against granting Kalshi a preliminary injunction against the Ohio gaming regulatory and enforcement agency, while also vacating a previously issued preliminary injunction against the relevant Tennessee agency. In its petition, Kalshi argued that the three-judge panel misinterpreted the Commodity Exchange Act in two ways, including whether federal securities law preempts state gaming law and whether sports event contracts constitute "swaps." Kalshi stated it is still waiting for the right timing to file a petition with the Supreme Court.

Institutions: US September headline CPI annual rate expected to accelerate to 3.7%, core CPI becomes key

Odaily News: Daniela Hathorn, Senior Market Analyst at Capital.com, stated that Wednesday's US CPI data is expected to show headline inflation accelerating to around 3.7% in September, reflecting the impact of rising energy prices, while core inflation is projected to be around 2.5%. The divergence between the two is particularly important for the Federal Reserve. The Fed hiked rates in September but now faces a difficult task: curbing inflation without putting unnecessary pressure on economic growth.

Markets are currently pricing in about an 80% probability that the Fed will hold steady in October. A softer core reading could reinforce this expectation and provide some relief to stocks and bonds; an upside surprise could push yields higher again, bringing renewed pressure on risk assets. Foreign investors sold a combined 176 trillion won of Samsung Electronics and SK Hynix this year

Odaily News: Brokerage research reports indicate that foreign investors continue to sell off South Korean stocks, with no sign of the selling pressure easing yet. However, a series of events from the end of this month to mid-November may become a turning point for foreign capital to return. The earnings reports of the two major memory chip giants, the U.S. midterm elections, changes in the Middle East situation, and the listing of AI company Anthropic are seen as core variables that could potentially reverse market sentiment.

Data from the Korea Exchange on the 14th shows that, as of the previous trading day, foreign investors had cumulatively net sold 203.6977 trillion won (approximately $141.5 billion) in the KOSPI main board market this year. Of that, just two stocks—Samsung Electronics and SK Hynix—accounted for approximately 176 trillion won in net selling, representing 86% of total foreign selling. Samsung Electronics' foreign ownership ratio fell to an 18-year low not seen since 2008; SK Hynix's foreign ownership rate also dropped below its ten-year average. This round of foreign capital outflow is the core driver of the KOSPI index's decline. Escalating Middle East geopolitical risks, controversy over OpenAI's annual revenue, and concerns over the rising competitiveness of foreign companies—multiple factors compounded to weigh on the market.
