WTO: Regulatory Fragmentation Limits Stablecoin Adoption in International Finance

Odaily reports: Juan Marchetti, Director of the Trade in Services and Investment Division at the WTO, stated that the primary factor limiting the adoption of stablecoins in international trade is not technology, but rather insufficient regulatory and regulatory framework development.

Citing an October 2025 report from the Financial Stability Board, he noted that only 11 of the 28 surveyed jurisdictions have finalized stablecoin regulatory frameworks, accounting for 39%. Stablecoins currently account for only 3% of total international payments, but they can address issues in trade finance such as high costs, low speed, limited access, insufficient transparency, and foreign exchange restrictions.
