US crypto regulatory framework gradually takes shape, CLARITY Act heads to Senate procedural vote on September 15

Odaily reports: Zach Pandl, Head of Research at Grayscale, posted on X that the US CLARITY Act will undergo a procedural vote in the Senate on September 15, requiring 60 votes to pass; Republicans currently hold 53 seats, meaning Democratic support is needed. Prediction markets indicate a low probability of the bill passing in 2026; if the vote fails, it will narrow the path to passing the bill this year, though lawmakers could revisit it during the post-election lame-duck session or in a future Congress. Pandl noted that even without the CLARITY Act, the US regulatory framework is gradually becoming clearer in areas such as stablecoins, token issuance, tokenized securities, and perpetual contracts; CLARITY remains important because only Congress can comprehensively and durably delineate the jurisdictions of the SEC and CFTC, but failure to pass it in 2026 will not halt regulatory progress.
