OpenAI Ends $1-per-Year Government Pilot: Shifts to Usage-Based Pricing

2026-09-10 13:24

Odaily reports: According to a statement from the U.S. General Services Administration (GSA), OpenAI is ending a pilot program that allowed government agencies to use its models for just $1 per year, shifting to a usage-based pricing system where federal workers will access the technology at a 50% discount off standard rates.

In August of last year, to drive adoption of its models, OpenAI joined GSA's OneGov marketplace—a hub that allows federal agencies to purchase AI software at scale. According to previous reports, the $1-per-year terms negotiated for the first year represented the largest technology discount ever secured by the government's central procurement department. According to GSA, during this period, 3.5 million federal employees used OpenAI's ChatGPT, generating $1.4 billion in cost savings.
