国家发改委拟修订《对外投资管理办法》：居民个人境外投资实行备案管理

Odaily News: The National Development and Reform Commission (NDRC) has released the "Measures for the Administration of Outbound Investment (Revised Draft for Comments)" and is soliciting public feedback from August 21 to September 20, 2026.

The draft expands the scope of investors from enterprises to include domestic enterprises, other organizations, and individual residents, clarifying that reinvestment made by investors overseas also falls under outbound investment. In terms of supervision, the draft outlines the classification of outbound investment, allocation of regulatory responsibilities, and procedures and timelines for approval and filing. Investors are required to obtain outbound investment approval documents or filing notices before undertaking such investments. For individual residents newly included as investors, the approval authority is the NDRC, while the filing authority is the provincial development and reform department at the place of household registration or habitual residence.
