Odaily reported that Pavel Durov, founder of Telegram, stated in a post on his personal channel that Russia has designated him as a "terrorist" because he refused Russian authorities' demands for Telegram to implement mass surveillance and content censorship.
Durov stated that, under Russian law, he has been banned from "publishing information on the internet," and jokingly remarked: "Russian officials clearly got it wrong. Who, exactly, can ban whom from going online?"
