Hyperliquid Policy Center and Multicoin Capital have submitted a joint comment letter supporting the incorporation of clear standards into the legal text to avoid regulatory reversals with changing administrations. They emphasize that prediction markets should be uniformly regulated by the CFTC at the federal level, rather than being treated as gambling by individual states. Additionally, they recommend that the CFTC adopt an interpretation based on the settlement underlying to determine whether a contract involves sensitive areas such as war or gambling, and upon concluding its review, to publicly disclose the full reasoning for its decision, whether it approves or denies a contract.
