彭博社:特朗普战略比特币储备计划遇法律与管辖权障碍
Odaily Planet Daily News: According to Bloomberg, U.S. President Donald Trump's push for a strategic Bitcoin reserve is facing legal and jurisdictional challenges, with the core dispute centering on whether the U.S. Treasury Department is legally authorized to manage the reserve.
In the early days of his presidency, Trump proposed establishing a strategic Bitcoin reserve, with the primary source of funding being Bitcoin already held by the U.S. government through criminal or civil forfeitures, along with a separate digital asset stockpile. The relevant executive order also requires the Treasury and Commerce Departments to formulate a "budget-neutral" strategy for acquiring Bitcoin, meaning it must not impose additional costs on taxpayers.
However, sources familiar with the matter indicate that discussions regarding the reserve have now shifted toward whether it should be placed under the Commerce Department instead of the Treasury. Another point of contention is whether the U.S. government can "indefinitely" hold BTC, given the volatility of Bitcoin's price.
White House spokesperson Liz Huston stated that the Trump administration is still evaluating the optimal structure for the strategic Bitcoin reserve and the U.S. digital asset stockpile to fulfill its vision of making the U.S. a global hub for cryptocurrency and cutting-edge technology.
