Terry Duffy had previously expressed "great concern" about the recently approved perpetual contracts by U.S. regulators, stating that perpetual contracts have little practical use for institutional investors while exposing retail traders to excessive risk. In addition, he "completely disagrees" with the CFTC's decision to approve the first batch of crypto perpetual contracts after a rapid review, warning that perpetual contracts and prediction markets are fueling a wave of retail speculation.
