The report emphasized that even if Iran meets these conditions, the threat of U.S. and Israeli attacks against Iran will persist. Citing analysts, the report noted that the U.S. proposal is not aimed at resolving the issue but seeks to achieve political and military objectives through negotiation that it failed to accomplish during the war.
