CSRC Issues "Regulatory Guidelines on Overseas Issuance of Asset-Backed Security Tokens by Domestic Assets"

Odaily News The China Securities Regulatory Commission (CSRC) has issued the "Regulatory Guidelines on Overseas Issuance of Asset-Backed Security Tokens by Domestic Assets". According to the guidelines, "overseas issuance of asset-backed security tokens by domestic assets" refers to activities involving the issuance of tokenized equity certificates overseas, supported by cash flows generated from domestic assets or related asset rights, utilizing encryption technology and distributed ledger or similar technologies. The overseas issuance of asset-backed security tokens by domestic assets must strictly comply with laws, administrative regulations, and relevant policy provisions concerning cross-border investment, foreign exchange management, network and data security, and must fulfill procedures such as approval, filing, or security reviews required by the aforementioned relevant regulatory authorities. Such activities must not harm national interests or the public interest.
