Two of the sources revealed that this escalated move is being driven by some within the administration who are critical of the Cuban government and has the support of Secretary of State Rubio. No decision has been made yet on whether to approve this measure, but they added that it might be included in a package of options presented to Trump, aimed at forcing the Cuban government out of power.
