Odaily According to CCTV News, recently, Chen Zhi, the leader of a major cross-border gambling and fraud criminal syndicate, was lawfully extradited from Cambodia back to China. The Chen Zhi syndicate is suspected of multiple crimes including fraud, operating casinos, illegal business operations, and concealing criminal proceeds. The case is currently under investigation. To implement the criminal policy of combining leniency with severity, punish gambling and fraud crimes according to law, and simultaneously provide fugitive suspects with an opportunity to reform themselves and seek leniency, the following notice is issued in accordance with relevant legal provisions: From the date of this notice until February 15, 2026, if suspects voluntarily surrender to public security organs and truthfully confess their crimes, they may receive a lighter or mitigated punishment according to law. Those who threaten, retaliate against, or obstruct suspects intending to surrender, if such acts constitute a crime, will be held criminally responsible according to law.
Public security organs urge the relevant suspects to recognize the situation, cherish the opportunity, and surrender to the public security organs in their household registration location as soon as possible to seek leniency. For those who refuse to surrender, public security organs will issue public wanted notices, make every effort to apprehend them, and punish them according to law.
